Code of Conduct

Under the Constitution 2048 (amendment 2054) Act 27 of the NGO Federation of Nepal (NFN), the following directions are in force with regard to the conduct of all the Non Governmental Organizations, office bearers and Members associated with NFN, as passed by the Fourth Convention and Ninth General Assembly of the NGO Federation of Nepal.

1. Professional Conduct:

1.1. NGO office bearers/ Members should give high priority to self-service and social development activities.

1.2. Professional ethics and behavior should be given high priority.

1.3. Matters in the interest of general public should be protected and preserved.

1.4. There should be no activities to hinder public health, goodwill, general value and honor.

1.5. The behavior should be as per the Constitution of the NGO Federation of Nepal.

2. Impartiality Conduct:

2.1. No campaigning of political party/ group or thought, or attempts of political influence on others in institutionalized way is allowed. Political grudges are not to be mixed with work.

2.2. Preaching religious conversion or speaking for or against religions in institutionalized manner is not allowed.

2.3. Discrimination or partiality on the basis of caste, ethnicity, religion, gender or regionalism is not allowed.

3. Co-operational Conduct:

3.1. Helping attitude should be adopted towards children, women, disabled, elderly and socially downtrodden group of the target population in the working area.

3.2. In times of natural calamities and crisis situation in the targeted working area, immediate relief should be provided as far as the resources can cover or there should be lobby for the formation of atmosphere conducive for help.

3.3. The service-oriented local organizations or people active within the working area should be co-operated as far as the resources can meet.

3.4. There should be involvement in the social mobilization for subject matters like human rights protection, humanitarian support and services.

4. Co-ordination Conduct:

4.1. Social development activities are to be carried out in the working areas, in co-ordination with different Governmental, Non Governmental and private organizations at the national and local levels.

4.2. Development work should be carried out in contact and co-ordination with different communities/ user groups/ target groups in the working areas.

4.3. Organizational activities should be carried out, maintaining necessary contacts and co-ordination with the regional and district branches of the NGO Federation of Nepal.

4.4. Work should be done in co-ordination with various networks sharing similar objectives and programs.

5. Self Reliance and Sustainability Conduct:

5.1. Short-term and long-term programs should be conducted as required, to provide self-reliance and sustainability to the social/community activities of Member organizations.

5.2. Activities that damage the movable and fixed assets of the NGO should not be conducted.

5.3. Every member should work relentlessly and in a creative manner towards the institutional development of the organization.

6. Financial Disciplinary Conduct:

6.1. Movable and fixed assets of the NGO should not be spent and used carelessly.

6.2. Movable and fixed assets of the NGO should not be used or deployed for personal benefits.

6.3. Cash or facilities beyond that mentioned in the organization’s policy should not be used according to personal desire.

6.4. Systematic record of the financial transactions of the organization should be maintained after getting them certified from registered authority as per the prevalent laws and regulation.

6.5. No office bearer or member is allowed to keep cash beyond the amount or period mentioned in the policy of the organization.

6.6. There should be transparency in the organizational financial activities of every member.

7. Self-Regulatory Conduct:

7.1. NGO office bearers/ members may voice their opinion abiding by the prevalent rules and regulations.

7.2. Exercising the rights given by the organization, the office bearers/ members of the NGO may express their opinions without causing harm to the main objectives of the organization. But such expressions should not be intimidating to others.

7.3. No members should take any financial (monetary or otherwise) help to fulfil personal motives and objectives on pretext of running the organization, from direct contact or co-ordination with any foreign person or organization, violating the prevalent rules of law.

8. Service Providing Conduct:

Any Member/office bearers who fail to abide by this Code of Conduct will have to face necessary consequences under Act 9 and Act 27 of the Constitution 2048 of the NGO Federation of Nepal. The action taken against the offence may include suspension or removal from membership/office after warning.

9. Ineligibility from Membership:

NGOs will be considered ineligible of membership of the NGO Federation under following conditions:

9.1. If the Central Committee decides according to the proposition from the District and Regional Committee, stating ineligibility of any member NGOs.

9.2. In case of suspension with evidence of the breach of the Constitution, rules and regulations and Code of Conduct of the NGO Federation; or of speaking against the Federation in public; or of attempts to mislead others.

9.3. Organizations that fall under interrogation, however, will not be exempt from fair opportunities to testify or defend.
