The civil society celebrated the fourth Loktantra (Democracy) Day on 24 April 2010 demanding for the new constitution and the logical conclusion of the peace process. Civil society leaders, human rights activists, professionals, journalists and the common people convened at Ratnapark at 7:30 in the morning. They flew balloons with banners hanging on them. The banners read 'Loktantra Day 2010'. At the end, the civil society leaders, professionals and media persons addressed the programme.
Most of the speakers agreed on that timely promulgation of the new constitution is essential for an institutional development of federal republic democratic system in Nepal. They cautioned the political party leaders and the CA members that they will have to take responsibility of the consequences if the constitution is not drafted within the stipulated time. Though drafting of the constitution seems impossible within the set timeframe, they pointed out, it is still possible to bring the draft of it to the people within 28 May. Constitutional expert and senior human rights activist Daman Nath Dhungana appealed the political parties to bring out an outline of agreements which would be acceptable to the people. Senior human rights activists Dr. Mathura Shrestha, Sushil Pyakurel and Birendra Shrestha, political analyst Shyam Shrestha, President of Human Rights Alliance Ganesh B.K., senior journalist and analyst Kanak Mani Dixit, President of PAPAD Rameshwor Upadhyay and President of Forum for Human Rights and Democracy Charan Prasain expressed their views in the programme which was conducted by Sharmila Karki, Secretary General of NGO Federation of Nepal (NFN).
"Bases of federal democratic republic: New constitution building and sustainable peace" was the slogan of the programme which was coordinated by NFN.
