The glorious opportunity of declaration of republic state in Nepal and the purging of autocratic monarchy definitely dispersed the glee on faces of Nepalese people. The non-governmental organizations, civil society, professional groups, networks, and diplomatic missions are immensely contributing to direct the peace process towards logical end. In this context, NGO Federation of Nepal (NFN Nepal , an umbrella organization of more than 4000 organizations of Nepal is massively participating for making peace, prosperous and developed Nepal. Under the support of Canadian Cooperation Office (CCO), NFN is organizing different initiatives and programs from local level to the national level.
Targeting the historic constituent assembly, NFN organized regional and district level interaction, workshops and conferences to sensitize the people about constituent assembly, it’s proceeding and it’s importance and also worked for developing free, fair and fearless manner for the CAE by forming regional and district level networks. After the completion of regional and district level programs, local level initiatives and door to door campaigning were organized to develop awareness on CA and it’s proceeding on 375 Village Development Committees by selecting 5 VDCs from each of the district.
The successful accomplishment of CAE opens the pathway for prosperous Nepal but still the people have lack of understanding on republic state, federalism, right of self-determination and several issues of state restructuring. And there is the more confusion consists upon the understanding of federalism. It is really a novel subject matter. On the one side, people understand federalism is a toolkit for entire development of nation and distribution of resources equally but on the other there are opinions and ideologies prevailing for separate states and split of nation. Thus, it is very difficult to understand an ethic of federalism. There is great contradiction and confusion among the political parties on the model of federalism as a result the people including dalit, ethnic and indigenous, Madhesi, disable and other groups are not eager to involve in the dialogue of federalism. In this context, NFN organized 2 days workshops on concept of federalism and it’s importance in 10 districts including Jhapa, Ilam, Dhanusa, Kavrepalanchowk, Gorkha, Kapilvastu, Bardiya, Salyan, Kanchanpur, and Acham which represents the districts from hill and Tarai region. The program was organized to develop access of voiceless people on the state structure and institutionalizing their participation and rights on the upcoming constitution. The program was organized in between the political parties, CA members, and representatives from NGOs, GOs, women, dalit, indigenous, youth, disable and other clusters of society. Similarly, NFN organized district level roundtable interaction in Saptari, Udayapur, Dhading, Rautahat, Parwat, Aarghakhachi, Humla, Surkhet, Bajura and Dadeldhura under the participation of CA members elected from First Past the Pole System and Proportional System. The participants on the program actively participated on the discussion concentrating on the role of CA members for the development of village, guaranteeing the rights of dalit, ethnic, indigenous, women, low numbered, disable, landless, labor and marginalized communities on the new constitution. Similarly the participants on the program intensively participated on discussion and pressured the leaders to fulfill their commitments made during the election period to assure the rights of people on new constitution.
Discussion cum interaction program was organized in between the women CA member in Sunsari, Dhankuta, Palpa, Lamjung, Banke, Dang, Dolakha, Parsa, Doti and Kailali to assure the rights of woment on new constitution. The participants on the program request the CA members to develop effective advocacy and lobbying to eliminate all kinds of discrimination and violence against women as well to assure the women security and rights of women in new constitution.
After the completion of district level program, regional level programs were organized in five development regions. The issues identified in the district level interaction was shared as well the new issues were incorporated and handover to the CA members on the program. The CA members showed their commitment to address the identified issues on the new constitution. The program was participated by the CA members, representatives from different CSOs and political parties, women, dalit, Madheshi, ethinic and indigenous, disable, marginalized low numbered, youth and media.
